Ishmael Francis, a 29-year-old resident of the Bronx, has been indicted on charges of second-degree rape following the alleged assault of a 13-year-old boy in a stairwell of the Sotomayor Houses in Soundview.

According to the Bronx District Attorney’s office, the alarming events unfolded on the night of September 18, 2024. At approximately 11:00 pm, Francis allegedly initiated contact with the victim through an online conversation.

The chilling narrative continues with Francis traveling to the boy’s home address, where he waited in the building’s stairwell. When the young boy exited his apartment to dispose of trash, Francis allegedly engaged in sexual acts with him.

The situation escalated further when Francis reportedly stole the boy’s cell phone and fled the scene as the child’s family began calling out for him. The frightened boy quickly returned to his apartment, prompting an immediate 911 call. The victim was subsequently taken to New York Health + Hospitals Jacobi for care and support.

Authorities were able to identify Francis through the information he had provided in his online communications with the victim. His arrest followed on September 24, 2024, marking a significant step in the pursuit of justice for the young boy and his family.
