Mayor Adams Cements Historic Housing Legacy, Creates 426,800 Homes

New York City Mayor Eric Adams has announced a historic milestone in the city’s fight against the housing crisis, revealing that his administration created, preserved, or planned approximately 426,800 homes — including at least 250,000 affordable units — since taking office.

This makes his administration the most pro-housing in the city’s history.

“For the third year in a row, we’ve shattered records — not just talked about housing, but actually built it,” said Mayor Adams.

“We’ve already laid the groundwork for over 426,000 homes and connected more than 31,000 New Yorkers to affordable housing. The numbers don’t lie — we’re making this city more livable for working-class families.”

In Fiscal Year 2025 alone, 33,715 affordable homes were produced: 28,281 through the Department of Housing Preservation and Development (HPD) and Housing Development Corporation (HDC), and 5,434 more through NYCHA’s PACT program.

The city also placed 4,651 homeless households into permanent housing and connected over 10,336 households to homes through the city’s Housing Connect lottery — both setting new records for the third consecutive year.

“This administration has broken record after record,” said Deputy Mayor Adolfo Carrion, Jr. “Every number represents a New Yorker put on a path to stability and success.”

The administration also invested heavily in public housing, converting over 5,400 apartments through PACT in FY 2025, resulting in $2.2 billion in capital repairs. In total, more than 27,000 apartments have been converted through PACT, addressing long-standing infrastructure issues in 101 developments.

New housing initiatives have been supported by landmark zoning reforms such as “City of Yes for Housing Opportunity,” the conversion of underutilized office space through the Office Conversion Accelerator, and public land redevelopment. These efforts are expected to yield another 197,000 homes over the next 15 years.

“Our goal isn’t just to manage homelessness — it’s to end it,” said Shams DaBaron, also known as Da Housing Hero. “This isn’t just about numbers. This is about real people getting their lives back.”

Other stakeholders and organizations echoed strong support for the administration’s housing agenda.

“The city is making fast progress to build quality affordable housing,” said David Schwartz of Slate Property Group. “This is a meaningful step toward solving the affordability crisis.”

From elder care to youth support, many community-focused developments are underway. Lisa Trub of Selfhelp Realty Group emphasized the importance of affordable senior housing, while Stanley Richards of The Fortune Society highlighted the role of stable housing for formerly incarcerated individuals. “Safe and stable housing is the foundation upon which individuals can rebuild their lives,” Richards noted.

The Adams administration has also advanced affordable homeownership, creating nearly 2,200 opportunities in FY 2025. “Affordable homeownership is more important than ever,” said Christie Peale, CEO of the Center for NYC Neighborhoods. “Today’s announcement shows the public sector’s critical role in making the dream of homeownership attainable.”

Backed by a $24.7 billion housing capital plan and reforms to leasing and eligibility processes, the administration continues to expand protections for tenants and homeowners alike. Initiatives like “City of Yes for Families,” expanded down payment assistance, and rent reporting for credit building are also helping New Yorkers achieve long-term housing stability.

Senator Roxanne J. Persaud summed it up: “This is a significant win, particularly in Brooklyn. It uplifts our most vulnerable neighbors and shows meaningful progress toward a more equitable and livable city.”
