
New York City, Monday — In a major first step toward assembling his incoming administration, Mayor-Elect Zohran Mamdani today unveiled the top members of his leadership team, underscoring a clear focus on affordability and working-class priorities.
Mamdani announced that Dean Fuleihan will serve as First Deputy Mayor and Elle Bisgaard-Church as Chief of Staff, two key positions that will help steer the direction of City Hall when the new administration takes office.
In a statement released recently, Mayor-Elect Mamdani said his selections reflect a promise to New Yorkers who are struggling with rising costs and housing instability:
“We will build an administration defined by competence, boldness and an unshakable commitment to a more affordable, livable city for working people.”
Fuleihan, known for his experience as a budget expert and former first deputy mayor, is expected to play a central role in advancing Mamdani’s affordability agenda. Bisgaard-Church, a labor organizer and progressives’ strategist, brings movement-based experience into the heart of City Hall.
Today’s announcement marks the first major staffing decision since Mamdani’s stunning election victory, and signals a fast transition into governing — with affordability set to dominate early policy pushes.
