Mayor Adams Unveils $1b labor agreements to revolutionize NYC infrastructure, secure local job

Mayor Eric Adams announced historic Project Labor Agreements (PLAs) with the Building & Construction Trades Council of Greater New York (BCTC) today, covering over $1 billion in capital projects.

These agreements will transform New York City’s infrastructure, including the revitalization of Willets Point, and guarantee thousands of jobs and apprenticeships for New Yorkers.

“These agreements, covering more than a billion dollars in work, are a win-win-win: good union jobs for New Yorkers; faster, better, and more efficient capital projects; and billions of dollars of investment in communities that went ignored for decades,” said Mayor Adams.

He highlighted that this is just the beginning, with plans to negotiate PLAs for future projects amounting to $50 billion.

The agreements prioritize fair wages, local hiring, and support for minority- and women-owned businesses (M/WBEs). Key projects include sustainable green infrastructure, sewer upgrades, and the $270 million transformation of Willets Point.

First Deputy Mayor Maria Torres-Springer emphasized that these PLAs align with the city’s goals for economic growth and resiliency, stating, “Our administration is committed to driving economic growth, creating jobs, and building a more resilient city for the future.”

BCTC President Gary LaBarbera praised the collaboration, noting, “Transformational development and green infrastructure upgrades will reinvigorate our communities and bring much-needed stability and economic stimulus to all New Yorkers.”
