Mayor Adams Appoints Kim L. Yu as NYC Procurement Chief, Reshuffles MOCS Leadership

In a significant move aimed at advancing transparent, efficient, and accountable governance, New York City Mayor Eric Adams has appointed Kim L. Yu as the new Director of the Mayor’s Office of Contract Services (MOCS) and the city’s Chief Procurement Officer. Yu, a seasoned public sector executive, steps into the role with a mandate to ensure the city’s procurement processes serve all New Yorkers equitably and efficiently.

Mayor Adams also announced the promotion of Yexenia Markland as the First Deputy Director and the appointment of John K. Katsorhis as Deputy Chief Procurement Officer.

“The Mayor’s Office of Contract Services does critical work rooting out waste and fraud and ensuring government works best for New Yorkers,” said Mayor Adams. “This team, led by Director Kim Yu, has the experience, skill, and commitment to ensure taxpayer dollars continue to be spent efficiently.”

Kim Yu, who previously served as MOCS’ First Deputy Director, brings extensive experience in city contracting, having held key leadership roles at the NYC Comptroller’s Office and the Department of Transportation.

She emphasized her vision for collaborative, innovative, and impactful public service.

“I’m deeply honored to be appointed to lead the Mayor’s Office of Contract Services on behalf of the City of New York, and I want to thank Mayor Adams for his trust and the opportunity to step into this role,” said Yu. “My focus will be on empowering the essential work of government and public service through collaboration, innovation, and a commitment to excellence.”

City Hall Chief Counsel Allison Stoddart praised Yu’s appointment, noting her ability to lead a system that serves all users with speed and transparency:

“Our goal is to get payments out to our vendors as quickly as possible, and Kim Yu has the experience and vision to hit the ground running today while developing a sustainable contracting system for the city’s future.”

Joining Yu in the revamped MOCS leadership team is Yexenia Markland, who was elevated to First Deputy Director. A trailblazer in change management and community empowerment, Markland will support the team’s mission of equity in contracting.

“I’m truly grateful to Mayor Adams and the administration for this opportunity,” said Markland. “Together, we’ll work toward creating a more equitable procurement system that truly serves all New York City residents.”

Also stepping into a key role is John K. Katsorhis, a 27-year veteran of city service, who will serve as Deputy Chief Procurement Officer.

“I am excited to be joining the MOCS team… and under Director Yu’s leadership, we will continue striving for the highest level of service and fostering strong partnerships with our many service providers — delivering the excellence New Yorkers deserve,” said Katsorhis.
