Mayor Adams Unveils $1 Billion Redevelopment Plan to Transform Coney Island Waterfront

New York City Mayor Eric Adams has announced a more than $1 billion investment by the city toward the large-scale redevelopment of Coney Island, aimed at strengthening coastal resiliency, expanding affordable housing, and upgrading public infrastructure across the historic waterfront community.

The announcement, made alongside New York City Department of Parks and Recreation Commissioner Iris Rodriguez-Rosa and New York City Economic Development Corporation President and Chief Executive Officer Andrew Kimball, outlines a comprehensive plan that includes the reconstruction of the iconic Riegelmann Boardwalk, delivery of 1,500 new mixed-income homes, and major improvements to streets, sewers, and public facilities.

Mayor Adams said the investment reflects his administration’s commitment to improving quality of life for working families in the area. “Coney Island is home to thousands of hard-working New Yorkers who work hard every day to leave behind something better for their families. Life here shouldn’t be a rollercoaster, which is why our administration is committing $1 billion to rejuvenate America’s playground and build a better Coney Island,” he said. According to the mayor, 25 percent of the planned housing units will be set aside as affordable homes, while the century-old Riegelmann Boardwalk will be restored to preserve its historic character.

As part of the redevelopment, the city will reconstruct the entire 2.7-mile Riegelmann Boardwalk in phases to improve accessibility, safety, and climate resilience, while maintaining access to nearby businesses and attractions. The project will also include upgraded public amenities such as restrooms, lifeguard stations, and shade pavilions.

NYC Parks Commissioner Iris Rodriguez-Rosa noted that the investment is designed to prepare the boardwalk for the effects of climate change and rising sea levels. “With this major investment in the boardwalk’s resiliency, we’re preparing it to safely welcome visitors for another 100 years,” she said, adding that the renovation of the Abe Stark Sports Center will further enhance Coney Island as a family-friendly destination.

The Abe Stark Sports Center, home to a popular ice-skating rink since 1970, will undergo a separate $42 million reconstruction. The renovation will modernize the facility, improve the skating infrastructure, and create a new entrance and signage connecting the center directly to the boardwalk.

NYCEDC President and CEO Andrew Kimball said the initiative will strengthen the neighborhood’s long-term economic prospects. “Today’s $1 billion commitment to rebuild the historic Riegelmann Boardwalk is exactly the kind of investment Coney Island deserves — making it safer, more accessible, and more resilient for generations to come,” he said, noting that the project will also support local businesses and enhance public spaces.

The redevelopment plan builds on the Adams administration’s broader housing agenda, which includes converting city-owned sites into mixed-income developments and expanding affordable housing citywide. City officials say the Coney Island investment represents a key step in the administration’s goal of creating inclusive neighborhoods, modern infrastructure, and resilient public spaces for New Yorkers now and in the future.
